Navigating the legal requirements for living, working and investing in Tanzania is a multi-step process involving two primary authorities: the Labor Department (under the Prime Minister’s Office) and the Immigration Department. This guide breaks down the categories, application procedures, and essential requirements.

1. Understanding the Permit classes.

TISEZA promotes SME investment opportunities at Arusha Expo 2026

Tanzania categorizes permits based on the nature of the applicant’s stay and their professional status. A Work Permit issued by the Labor Department is followed up with a relevant Residence Permit issued by Immigration. All Work Permits must have equivalent Residence Permits, but some Residence Permit don’t have equivalent Work Permits (Such as Retirees, Medical Treatment, Parties/Witnesses in Court).

Work Permit Categories

Work Permits are classified according to the type of work and purpose of stay. Class A is for investors or self-employed individuals. Class B covers non-citizens holding specific prescribed professions, while Class C applies to non-citizens in other professional roles. Class D is designated for those engaged in approved religious or charitable activities and Class E is reserved for refugees working under the applicable regulations.

Residence Permit Categories

Residence Permits are divided into different categories based on the applicant’s purpose of stay in the country. Class A is issued to investors who establish or invest in businesses. Class B is granted to employees working for registered companies or institutions. Class C covers other eligible individuals such as researchers, retired persons, missionaries and volunteers who are residing in the country for approved non-employment purposes.

2. Application Procedures

The application process is handled electronically through specialized portals. There are two primary pathways;

Path A: Applications Requiring a Work Permit

For those intending to work, applications are lodged through the Online Work and Residence Permit Application System at www.kazi.go.tz.

The steps include:

  1. Account Creation: Register using an email and create a profile for the company or individual.
  2. Entity Selection: Choose between Company/Association/Organization or Individual.
  3. Data Entry: Fill out the application forms and upload all required documents (all documents must be certified).
  4. Submission and Review: The application is first sent to the Labour Commissioner. Once the Work Permit is granted, the system automatically forwards the application to the Commissioner General of Immigration for the Residence Permit.
  5. Payment: Applicants will receive notification to pay the prescribed fees within 60 days.
  6. Enrolment: Upon successful payment, the applicant receives an enrolment notification. They must report to the nearest Immigration Office for fingerprints and photo capture (biometrics)
  7. Issuance: Once processed (usually within a week of enrolment), the permit (e-Permit Smart Card) can be collected at designated offices (Regional Immigration Offices, TISEZA or ZIPA).

Path B: Applications NOT Requiring a Work Permit

This applies specifically to Residence Permit Class C subcategories (Such as Retirees, Medical Treatment, Parties/Witnesses in Court).

3. Required Documents Checklist

Before submitting your application, it is important to ensure that all necessary documents are properly prepared and organized. Providing complete and accurate documentation helps prevent delays, rejections, or additional requests from the authorities.

Below are the documents required to support your application;

  • Justification Letter.
  • Recent passport-size photo (Blue background).
  • Copy of a valid passport (Validity must be at least 6 months).
  • Scanned copies of original Academic/Professional certificates.
  • Detailed CV/Resume.
  • Current Proof of Shares from BRELA (for investors).
  • Employment/Engagement Contract and Detailed Job Description.
  • Sectoral Approvals/Permits (e.g., TMDA, TBS, ERB, etc., where applicable).
  • Certificate of Incorporation/Compliance.
  • Tax Identification Number (TIN) and Tax Clearance Certificate.
  • Lease Agreement or Title Deed.

4. Permit Fees (Residence Permit Schedule)

Fees are determined by the applicant’s status, category and country of origin. The applicable amounts differ depending on whether the applicant is an investor, employee, researcher, missionary, retiree or falls under another classification. In addition, special considerations and preferential rates may apply to nationals of East African Community (EAC) member states, in line with regional agreements and immigration policies. Applicants are therefore advised to confirm the specific requirements and applicable charges under their respective permit category before submitting their application.

5. Important permit statuses

These permit / issuance statuses indicate the type of application being processed under the residence or work permit system. These include;

  • First Grant (FG) applies to individuals submitting a completely new application
  • Returnee (RT) is used for someone rejoining a former employer or institution after being away for more than three years.
  • Replacement (RPL) refers to the renewal of an expired permit.
  • Second Grant (SG) applies when an applicant changes from one permit category to another, such as moving from Class B to Class A.
  • Re-Grant 1(RG1) – applicant changing from one institution to another in the same residence class. E.g. from Class A to Class A
  • Re-Grant 2(RG2) – applicant changing from one institution to another into different residence class. E.g. from Class B to Class A.

Obtaining the appropriate work and residence permits is a crucial step for anyone looking to live, work, or invest in the country. By understanding the categories, requirements, and application process, investors and professionals can navigate the system smoothly and focus on their ventures with confidence. Streamlined access to these permits not only ensures compliance but also creates opportunities for long-term engagement in Tanzania’s growing economy, making it an ideal environment for business, innovation, and professional growth.
