Special Economic Zones Boost Tanzania’s Investment Appeal

oTax holidays, dividend exemptions, and access to regional markets are strengthening the appeal of Tanzania’s Special Economic Zones as the country seeks to attract more manufacturing and export oriented investment.

DAR ES SALAAM. Tanzania is increasingly positioning its Special Economic Zones (SEZs) as gateways for industrial investment, offering fiscal incentives aimed at attracting manufacturers, exporters, and logistics companies seeking a foothold in East Africa.

The push comes as the government continues implementing its industrialisation agenda while competing with other African economies for foreign direct investment.

According to the 2026/27 Planning and Investment Budget presented to Parliament by Minister of State Hon. Kitila Mkumbo, SEZs are central to Tanzania’s competitiveness strategy.

“Special Economic Zones provide investors with predictable tax advantages and strategic access to regional markets,” the budget document noted.

Tax Incentives Designed to Attract Capital

Under Tanzania’s framework, qualifying investors in SEZs including Kwala Industrial Park in the Coast Region and the planned Bagamoyo SEZ may access:

  • Up to a 10‑year corporate tax holiday
  • Exemptions on withholding tax for dividends
  • Customs and duty incentives
  • Export‑oriented production benefits

“These incentives are structured to support investors during the critical early years of operation when capital expenditure is highest,” explained Tanzania Investment Centre (TIC) Director General Gilead Teri.

Strategic Location Supports Regional Expansion

The Kwala Industrial Park, covering more than 2,900 hectares, is linked to the Standard Gauge Railway (SGR), trunk road networks, and the Port of Dar es Salaam.

“Kwala’s connectivity allows investors to reach markets in the DRC, Rwanda, Burundi, Uganda, Zambia, and Malawi with efficiency,” said Coast Region Commissioner Abubakar Kunenge during a site inspection.

Regional Comparison Strengthens Position

Kenya’s Athi River Export Processing Zone and Ethiopia’s Bole Lemi SEZ have attracted significant manufacturing investment. Tanzania’s SEZs, however, combine fiscal incentives with strategic geography and improving transport infrastructure, positioning the country competitively within East Africa’s industrial landscape.

Investor Lens

For investors, opportunities are emerging across:

  • Agro‑processing
  • Pharmaceuticals
  • Building materials
  • Consumer goods
  • Logistics and warehousing

Growth Prospects

As infrastructure projects advance and industrial parks attract new tenants, Tanzania’s SEZs are expected to play an increasingly important role in the country’s economic development strategy.

For investors, the message is clear: Tanzania is not only building industrial infrastructure, it is creating the policy framework intended to make manufacturing and export‑oriented investment more competitive and profitable.
