Tanzania Opens Government Securities Market to Global Investors

●The change came via Government Notice No. 206 of 2026, published July 17, amending the Foreign Exchange Act. Bank of Tanzania Governor Emmanuel Tutuba framed it as part of a strategy to deepen domestic financial markets and position Tanzania as a more competitive investment destination.

DAR ES SALAAM – Tanzania has officially opened its domestic government securities market to all non-resident investors globally. Issued under Government Notice No. 206 of 2026, the Foreign Exchange (Amendment) Regulations, 2026 eliminate long-standing restrictions that previously limited participation in Tanzania’s Treasury bills and bonds to residents of the East African Community (EAC), the Southern African Development Community (SADC), and the Tanzanian diaspora. Under the newly enacted framework, non-resident investors of any nationality can now trade directly in government debt instruments through licensed Central Depository Participants (CDPs).

The structural opening comes alongside the Bank of Tanzania’s official launch of the Sovereign Yield Curve. Bank of Tanzania Governor Emmanuel Tutuba emphasized that the benchmark curve provides real-time pricing transparency and price discovery for primary and secondary market participants.

With the total value of outstanding Tanzanian government securities expanding from TZS 499 billion in 2002 to TZS 32.291 trillion in 2026, the introduction of a daily yield curve addresses critical information gaps and aligns the national financial infrastructure with global investment standards.

Competitive Entry Thresholds and Valuation Certainty

From a market positioning standpoint, entry thresholds remain accessible, requiring a minimum of TZS 500,000 for Treasury bills and TZS 1,000,000 for government bonds.

By integrating daily yield curves and pricing calculators directly into the Dar es Salaam Stock Exchange, local and international investors gain standardized benchmarks for assessing short-term interest rates and secondary market valuation, reducing arbitrary pricing spreads and spurring local currency corporate debt issuance.

Tanzania Seeks Greater Integration With Global Capital

The decision to open government securities to investors worldwide signals Tanzania’s intention to increase integration between its domestic capital market and international investors.

If successfully implemented, the reform could help broaden the country’s investor base, strengthen the government securities market and increase Tanzania’s visibility among international investors looking for opportunities in African financial markets.

What the Reform Means for International Investors

For global investors, the change creates a significant new opportunity to access Tanzania’s sovereign debt market, broadening investment possibilities beyond the previous regional eligibility requirements.

Investors will continue to benefit from a clear and structured regulatory framework, with participation subject to applicable foreign exchange, securities, registration and settlement requirements through approved channels.
