The Investment Potential of Tanzania’s Water Sector

●Tanzania holds massive natural water reserves, but the country's diverse climate and landscape make water availability highly unpredictable. This creates severe shortages during dry seasons and causes water quality issues, making it a constant challenge to maintain a reliable supply nationwide

The Investment Potential of Tanzania’s Water Sector

Tanzania’s water sector offers investment potential as demand for clean water and sanitation rises, rapid population growth, urbanization and industrial development. Through the Tanzania Water Investment Programme (TanWIP) 2024–2030, the government plans to mobilise USD 15.02 billion to expand water infrastructure, strengthen climate resilience and unlock economic growth.

The Ministry of Water is working closely with government institutions, development partners, the private sector, research institutions and civil society. This collaborative approach is expected to expand opportunities for Public-Private Partnerships (PPPs).

Opportunities for Investors

The Tanzania Water Investment Programme presents  opportunities for private investors, infrastructure developers, financiers and technology providers. These include the development of large-scale water supply systems across multiple regions, the National Water Grid, groundwater exploration and development, multipurpose dams, urban water distribution networks, sanitation and wastewater infrastructure,  and water treatment and recycling technologies. Investors can participate through Public-Private Partnerships (PPPs), Engineering, Procurement and Construction contracts, Build-Operate-Transfer (BOT) models and long-term infrastructure financing.

Legal Framework and Support

Tanzania has established a supportive legal and policy framework that encourages investment and private sector participation in the water sector. Through updated national water policies and long-term development strategies, the country promotes a conducive investment climate by strengthening institutions, encouraging innovation and technology adoption, improving service delivery, and supporting sustainable financing approaches to expand access to clean and safe water services across the country.

Also, by allowing private operators to compete head-to-head with public entities, the state is demonstrating a concrete commitment to welcoming private capital, and addressing water demands.
