DAR ES SALAAM – Zanzibar is accelerating efforts to diversify its tourism sector beyond traditional beach offerings, as authorities seek to strengthen resilience and unlock new high value investment opportunities.

According to the Zanzibar Commission for Tourism, the government is expanding into festivals, sports, conferences, and niche tourism segments, marking a strategic shift toward a more diversified and sustainable model.

Tourism’s Central Role

Tourism contributes over 30% of Zanzibar’s GDP and supports tens of thousands of jobs. However, heavy reliance on beach tourism has left the sector vulnerable to seasonality and global travel shocks. As a result, policymakers are prioritizing diversification to ensure stable year‑round demand and long‑term growth.

Shift toward High‑Value Segments

At the core of the strategy is a move into higher‑value, experience‑driven tourism.

  • MICE Tourism: Zanzibar is positioning itself as a destination for Meetings, Incentives, Conferences, and Exhibitions (MICE), targeting business travellers and international events.
  • Festivals & Culture: Events such as Sauti za Busara and the Zanzibar International Film Festival are being strengthened to attract global audiences and elevate the islands’ cultural profile.
  • Sports Tourism: Regional tournaments like the Mapinduzi Cup are positioning Zanzibar as a sports hub, drawing teams and spectators from across East Africa.
  • Niche Segments: Authorities are exploring medical and wellness tourism, targeting higher‑spending visitors and longer stays.

Rising Demand Reinforces Strategy

International arrivals have steadily increased, with visitor numbers approaching one million annually. Consequently, growing demand is creating pressure on existing offerings and highlighting opportunities for investment in new experiences and infrastructure.

Investor Opportunities

For investors, diversification opens opportunities beyond beachfront resorts, including:

  • Conference and exhibition infrastructure
  • Event and festival management
  • Sports facilities and tourism services
  • Cultural and creative industries
  • Medical and wellness ventures

Moreover, spreading demand across multiple segments reduces risk exposure and stabilizes revenue flows.

Strategic Outlook

Taken together, Zanzibar’s diversification marks a transition from a seasonal, beach‑driven model to a multi‑segment, year‑round destination.

In the long term, this approach is expected to:

  • Stabilize revenue flows
  • Increase visitor spending
  • Strengthen global competitiveness

Ultimately, Zanzibar’s strategy signals a clear policy direction: building a more resilient, inclusive, and investment‑ready tourism sector.

For investors, the message is clear: Zanzibar is no longer just a beach destination, it is evolving into a diversified tourism economy with scalable growth potential.
