DODOMA. Tanzania is implementing an ambitious TZS 1.95 trillion Livestock Sector Transformation Plan (2022/23-2026/27) as the government seeks to modernise one of Africa’s largest livestock industries and attract greater private investment into commercial production and value‑added processing.
The strategy, led by the Ministry of Livestock and Fisheries, is designed to shift the sector from predominantly traditional livestock keeping into a competitive commercial industry capable of supporting industrialisation, increasing exports, and creating employment.
Presenting the 2026/27 budget estimates for the Ministry of Livestock and Fisheries in Parliament, Minister of Livestock and Fisheries, Hon. Ambassador Dr. Bashiru Ally Kakurwa (MP), outlined the government’s commitment to improving productivity, strengthening animal health services, and expanding investment in livestock value chains.
Modernising One of Africa’s Largest Livestock Industries
Tanzania is home to one of the largest livestock populations on the continent, providing a strong foundation for investment in commercial ranching and processing.
The transformation plan focuses on improving livestock genetics, expanding access to grazing land and water infrastructure, strengthening veterinary services, and promoting climate‑resilient production systems. The government also aims to improve market infrastructure while encouraging greater private‑sector participation.
Value Addition Takes Centre Stage
Rather than relying primarily on the sale of live animals, the plan places greater emphasis on domestic processing.
Priority areas include meat processing, dairy production, leather manufacturing, animal feed production, cold‑chain logistics, and veterinary services.
By expanding value addition, the government expects to increase export earnings, create skilled jobs, and strengthen industrial growth.
Investment Opportunities across the Value Chain
The programme is opening opportunities for both local and international investors in:
- Commercial ranching
- Feedlots and modern abattoirs
- Dairy processing plants
- Leather industries
- Livestock breeding
- Veterinary pharmaceuticals
