Sugar Industry Opens to Private Capital in Drive for Self‑Sufficiency

Morogoro. Tanzania is intensifying efforts to attract private investment into its sugar industry as the government seeks to eliminate the country’s long‑standing supply deficit and build a competitive, export‑oriented sector.

The investment drive comes as several large‑scale expansion projects near completion and new policy initiatives encourage domestic and foreign investors to participate across the sugar value chain. The government’s strategy is to increase local production, reduce imports, strengthen industrial value addition, and create employment while positioning Tanzania as a future regional sugar supplier.

The Investment Potential of Tanzania’s Water Sector

Speaking during an investment engagement in Morogoro, Minister of State in the President’s Office – Planning and Investment, Prof. Kitila Mkumbo, said Tanzania’s growing demand for sugar presents significant opportunities for investors.

“We have an annual demand of 700,000 tonnes of sugar, of which the coming of these investors will definitely narrow down the sugar gap,” Prof. Mkumbo said.

Major Investments Reshape the Industry

Tanzania’s sugar sector is undergoing one of its biggest transformations in decades.

  • The Kilombero Sugar K4 Expansion Project, a US$292 million investment, is expected to more than double annual production capacity to approximately 271,000 tonnes.
  • Mkulazi Holding Company has completed trial production of industrial sugar, preparing to supply a market that has historically relied almost entirely on imports.
  • TPC Limited is investing in modernisation and ethanol production to diversify operations.

According to Minister for Industry and Trade Judith Kapinga, the completion of the Kilombero and Mkulazi projects will significantly increase national production while creating thousands of new jobs.

Beyond Sugar: A Broader Industrial Opportunity

For investors, the opportunity extends beyond sugar production itself. Expansion across the value chain is expected to drive demand for:

  • Commercial sugarcane farming
  • Irrigation infrastructure
  • Agricultural machinery
  • Logistics and storage
  • Industrial sugar refining
  • Ethanol production
  • Renewable energy from bagasse
  • Packaging

The government is also promoting greater participation by out‑grower farmers, strengthening supply chains between commercial estates and local producers.

A Shift towards Self‑Sufficiency

President, Hon. Samia Suluhu Hassan has repeatedly identified sugar among the strategic commodities Tanzania aims to produce in sufficient quantities domestically.

Speaking in Dodoma in June 2025, President Samia said the government’s objective is to raise national sugar production to 700,000 tonnes, supported by investments in new factories and expansion of existing facilities.

Recent government data show national production continues to rise as new investments come on stream, bringing Tanzania closer to meeting domestic demand.

Investor Outlook

With supportive government policy, expanding processing capacity, and rising domestic demand, Tanzania’s sugar industry is entering a new phase of industrial growth.

As investment accelerates across farming, processing, and downstream manufacturing, the sector offers opportunities for agribusiness companies, infrastructure developers, technology providers, and long‑term institutional investors seeking exposure to one of East Africa’s fastest‑growing agricultural industries.

For investors, the message is clear: Tanzania is no longer focused solely on closing its sugar deficit, it is laying the foundation for a competitive sugar industry capable of serving both domestic and regional markets.
