Zanzibar Set to Shatter Tourism Records, Nears One Million Visitor Milestone in 2025

ZANZIBAR, Tanzania – The islands of Zanzibar are approaching a historic tourism milestone, with international arrivals reaching unprecedented levels that position 2025 as the destination’s strongest year on record, according to official data from the Office of the Chief Government Statistician.

By the end of October 2025, Zanzibar had welcomed 743,605 international visitors, already surpassing the previous full-year record of 736,755 set in 2024. With two months of data still to be counted, tourism authorities anticipate the islands may approach or even exceed the symbolic one-million-visitor mark by year’s end.

Steady Growth Trajectory

The 2025 figures continue a remarkable growth pattern for Zanzibar’s tourism sector, which has demonstrated consistent recovery and expansion since the pandemic era:

  • 2020: 260,644 visitors
  • 2021: 394,185 visitors
  • 2022: 548,503 visitors
  • 2023: 638,498 visitors
  • 2024: 736,755 visitors
  • 2025 (through October): 743,605 visitors

Monthly data for 2025 shows particularly strong performance during the mid-year period, with arrivals peaking at 105,506 in August following 98,370 in July.

Factors Driving Success

According to Arif Abbas Manji, Executive Secretary of the Zanzibar Commission of Tourism, the record-breaking numbers reflect Zanzibar’s growing global appeal and strategic investments in tourism infrastructure.

“The rise in arrivals has occurred despite challenges such as the Covid-19 pandemic and ongoing geopolitical tensions,” Mr. Arif stated. “Zanzibar has demonstrated strong resilience, supported by reforms and strategic investments designed to stabilize and expand the sector.”

Key developments contributing to the tourism surge include:

  • Infrastructure Modernization: Significant upgrades to airport and port facilities, road networks, and hospitality services
  • Improved Air Connectivity: Expansion of direct international flights, many secured through the African Aviation Development Conference (AVIADEV)
  • Major Development Projects: Large-scale investments, including Infinity Developments’ $500 million portfolio of integrated resorts and waterfront properties
  • Product Diversification: Growth in niche tourism segments including sports tourism, halal tourism, medical tourism, and the MICE market

Economic Impact and Future Outlook

The tourism boom is generating substantial economic benefits across multiple sectors, with construction, transport, agriculture, fisheries, and creative industries all experiencing increased demand. Small-scale entrepreneurs, from Stone Town artisans to spice farm operators, are among the primary beneficiaries of the visitor surge.

“Our goal is not just to attract more visitors,” Mr. Arif emphasized. “It is to ensure each arrival contributes to a sustainable, resilient, and inclusive tourism economy—one that benefits Zanzibaris for generations.”

With November and December traditionally strong months for tourism, industry analysts project Zanzibar may reach the one-million visitor threshold in 2025, cementing its position as one of the Indian Ocean region’s most dynamic and competitive destinations
